 Meeting with GM(FP): GS,FS met GM(FP) and discussed regarding


(a) CPC from AO to CAO :- We requested to expedite CPC from AO to CAO by getting stay order vacated from Hon’ble CAT Chandigarh Bench. GM (FP) mentioned that he will discuss the matter with GM (Pers) to attend the court hearing on 31st March-16 in the Hon’ble CAT Chandigarh. He assured that as soon as the stay order on promotion is vacated CPCs from AO to CAO, JAO to AO will be expedited.
(b) CPC from CAO to DGM (Fin):- We requested to initiate CPC to fill up vacant DGM (Finance) Posts. GM (FP) mentioned that the case for relaxation in the eligibility criteria of 4 years service has been processed to the competent authority for approval.
(c) Withdrawal of MT Posts (CAO) diversion proposal from BSNL Board and to issue order on the basis of BSNL MC approval. GM (FP) directed AGM (SEA) to immediately process the proposal for withdrawal from BSNL Board immediately. He assured an early action in this regard.
(d) Consideration of some AOs/ CAOs transfer orders cancellation/modifications on genuine grounds:- GM (FP) assured to examine the pending transfer cases for necessary action.

GS, OS (North), Advisor (South) and CS Tamil Nadu Circle met GM (Pers) and discussed:

1.  CPC from JTO to SDE (T) and SDE to DE:  We requested to expedite the CPCs from JTO to SDE (T) and SDE to DE. GM (Pers) mentioned that JTO to SDE (T) CPC is stalled due to the stay order on promotions from the Hon’ble High Court Kerala & from the Hon’ble CAT Chandigarh. Similarly, SDE to DE CPC is stalled due to the stay order on promotions from the Hon’ble CAT Chandigarh. He further informed that the court case in Hon’ble CAT Chandigarh is posted for hearing to 31st March 2016 wherein final hearing may take place and the Kerala Circle is filing a Miscellaneous Application (MA) for getting the stay order vacated along with the early hearing application.

2. CPC from DE to DGM:  GM (Pers) mentioned that the CPC work to fill – up about 600 vacant DGM posts is in progress. About 160 DEs missing APARs and VCRs of the eligible DEs are yet to received. Sincere efforts are being made to expedite the CPC and to issue promotion orders before 31st March 2016.

3. Consideration request / tenure transfer cases of SDEs/DEs:    GM (Pers) mentioned that all the pending request /tenure transfer cases are being examined and the orders will be issued in the month of April 2016.

14-03-2016:status of Court Case – Hon’ble CAT Bench Chandigarh

The Court case in the Hon’ble CAT Bench Chandigarh came for hearing today on SC/ST Roaster implementation in BSNL. After some arguments the case posted for further hearing to 31st March 2016. During arguments, it is understood that Hon’ble CAT’s opinion is that the promotions as per the judgment pronounced by Hon’ble Supreme Court in the cases of Shri Nagraj and as per the judgment of Hon’ble High Court Chandigarh in the case of Shri Laxmi Ram may be considered.

09.03.2016: Farewell and Inspection (T&D) Branch Meeting  at Raj Bhawan RSU at 16 hrs.

Farewell to Com. T.Nagendran SDE ,Branch President of T&D Circle ,Chennai who was transferred to Chennai Telephones was held at Raj Bhawan RSU Bldg  on 09.03.16.Com.S.Balakrishnan BS welcomed all and felicitated to Com. T.Nagendran.Our senior,dynamic,human and helpful officer- comrade Shri.V.Ganesan DGM [Inspection]also participated and gave momento to BP. Circle Secretary com.P.Udayasuriyan attended and addressed the gathering and presented shawl to  BP on behalf of Branch.

During the Branch meeting Members expressed their main grievance of No Borewell water in First floor for the past 45 days. Concerned DGM requested GM South but issue was not solved.

Circle Secretary discussed this issue with SDE(Elec& Civil ),DE RBN/DGM SW.CS assured that he will take up this issue with GM South/PCE and solve the issue within 10 days.

Branch Election held .Com.B.Sekar babu DE,Com.R.Venkataramani SDE elected as Branch President and Vice President respectively.Com.S.Balakrishnan,Com. Radha DE is continuing as BS & FS.

09-03-2016 CS met GM(F) and CGM CHTD

       Our Circle Secretary and  Circle President met GM(F) and discussed various development issues, and letter regarding this was submitted. The issues were discussed across the table. Also request transfer case of Com. Kuberan was taken up. DGM (FC) also was also present and agreed to consider the issue.

Subsequently CS and CP met CGM along with GM(F) and the following issues were discussed

  1. BSNL CHTD put MoU with TNEB and ICICI Bank, for easier payment of EB Bills without fail. Our Technical people will get a great relief from every month EB Bill processing procedures.

  2. We requested shifting of Enterprise Business office from Harbor TE to Kush Kumar Road TE for the convenience of Corporate customers and staff. CGM  and GM(F) agreed to consider the issue after financial year closing formalities. 

  3. Extension for transfer given to 5 DEs is ending on 31-03-2016. Retention of these DEs in CHTD were requested for betterment of services.
