AlBSNLEA 5th All India Conference was conducted at Mysuru from 16th June 2016- 19th June 2016.
On 17th June 2016, The Open Session & Seminar on “Role of BSNL in the Telecom Sector of India” formally inaugurated by Chief Guest Shri Anupam Shrivastava CMD BSNL.

Hon’ble Chief Guest Shri Anupam Srivastava, CMD, BSNL in his speech mentioned that he has come here as friend and not as a CMD. He stated that he was aware that he could meet all the leaders of the BSNL in this platform with unity in diversity. He also mentioned that he came here to take promise from Mysuru BSNL to become profitable in the next year.
Many important decisions have been taken by BSNL recently even though there was conflict on many issues. We are here today as a fresh unit. Whatever decisions to be taken will have to take today is the approach of the present BSNL management. The roaming free service made BSNL to revive CM revival by adding one crore with MNP positive, CM revenue increased. Night calling free service was the idea of Shri N K Gupta Director (CFA), which has arrested the decline of the landline. This year the operative profit is going to increase and within 2-3 years, BSNL will turn into profit making company.
The idea of introducing the SWAS is very important in reviving the BSNL and appreciated the unions and associations for the idea. He stated that he is confident that the employees and their families will be benefited with the revival of BSNL.
Shri N K Gupta, Director (CFA), BSNL congratulated every one for making BSNL revival. It was possible only due to the hard work of the employees. The revenue of CFA is stabilized and now growing at the rate of 1% to 2%. BSNL is able to control the expenditure and lastly the hard work of the employees had resulted to continue to keep the energy and efficiency to increase the revenue. At present the mobile revenue is growing @ 10%. He suggested the scheme of franchise model to arrest the decline in landline. Wifi Hotspots are being provided at various important locations in the country. He further requested to make use of the FTTH services. Making use of solar power is also one of the new policy being introduced. Make a motto of 10% revenue increase. He also mentioned that no telecom sector without BSNL and we will continue the service of BSNL in the telecom sector. At last he made slogan “long live BSNL”
Com. P. Venugopal, President AIBSNLEA welcomed the dignitaries on the dais. President has expressed his gratitude to the CS and CP and the entire executives of Karnataka, especially DS Mysuru and team.
Announcement by BSNL board: Free calls from 9.00 pm to 7 am to any network, Increase in BB speed minimum 2 MBps, Roaming free in mobile wi-fi hot spots to 2505 out of 40000, Adding 23, 23.2, 24 lakhs customers every month from January onwards, Project of 2.5 lakhs gram panchayats connecting through BBNL, Common service cell digital seva 1.66 lakhs at CSCs and in Pos,Growth rate increases to 1.79% in wireless subs for march-16 VLR increases to 72.25%, Free to home service of mobile calls diverting to land line Broad band subs increased to 10.4 million, 1st BTS in yamunotri, uttarkhand etc were detailed in the speech.
The main issues still under process are: · Implementation of E-2, E-3 standard IDA Pay scales to JTO and SDE.· Implementation of Khan Committee report on CPSU cadre hierarchy. · Scrapping of the MT RRs and DGM RRs· 30% Superannuation benefit to BSNL recruited employees as per DPE guidelines. · Filling up of the vacant SAG/JAG, STS Group ‘A’ posts in all streams of BSNL. · Implementation of DPE OM dated 02.04.2009 on 78.2% IDA Pay fixation for pensioners, withdrawal of 60:40 provisions from Rule 37-A and IDA· Pension revision of BSNL pensioners in 3rd PRC.
These Achievements have drawn the attention of young Comrades and non-members, they finally understood that it AIBSNLEA is the only organisation which will safeguard the interest of BSNL and its Executives. The senior Comrades have also realised that their interest will be safeguarded only with AIBSNLEA.
Com. Prahlad Rai, General Secretary, AIBSNLEA has expressed his sincere gratitude to CMD, BSNL, Director (CFA), BSNL, and G.M. (SR) for sparing the valuable time inspite of various meeting at New Delhi and making convenient to attend the said meeting.
AIBSNLEA was formally launched on 1st May 2004 by integrating ten separate Associations which were earlier representing Group -‘B’ and promote source Group ‘A’ officers of different disciplines in the DoT. We, the members of AIBSNLEA belonging to various disciplines of BSNL i.e. Telecom Engineering, Telecom Finance & Accounts service, Telecom Civil, Electrical and Architectural Engineering, Telecom Factory Services, Telecom Personal Staff, Corporate Office Secretariat Staff, Telecom Official Language Officers etc., are playing the pivotal role in the development, maintenance and operation of Telecom. Our delegates of AIBSNLEA & AIGETOA present here are the true representatives of plus 30,000 strong BSNL executives and have come to attend this AIC from every nook & corner of the country.
At the time of formation of BSNL, the then Hon’ble MoC Shri Ram Vilas Paswan assured that BSNL would be granted Maharatna status but even the Navaratna status to BSNL has not been conferred after completion of about 16 years of its formation. GS requested that Govt. must consider granting it Navratana status to help it in faster decision making & recovery.
Non profitability of services in Rural Areas, Imposing VRS on 1Lakh BSNL employees, Privatization/Disinvestment in BSNL, Imposing excise duty on SIM sales and other tax burdens, formation of subsidiary Tower company, poor organizational structure in BSNL, and employee pay/grievance/promotion/transfer related issues were discussed by GS in detail.
The All India Conference was concluded with a Memorandum of Understanding between AIBSNLEA and AIGETOA for further working together as a single Association under the banner of AISBNLEA, with an ultimate aim of growth of BSNL and benefit for Employees.
