CPC from DE to DGM (Engg.):  GS discussed with concerned authorities of Pers. Cell regarding the progress of CPC for promotion from DE to DGM. It is understood that the CPC work is in progress. All the committee members of the CPC and Chairman are securitizing the ACRs/APARs. The CPC work is likely to be completed by the Thursday of the next week. Thereafter, the promotion orders are expected on Friday i.e. on  07.04.2017 to fill-up about 388 vacant DGM posts. 

Our senior comrades are continuously  calling and told  to OS South  “Today b…. day for seniors” because last July 2016 onwards, we are  waiting.. waiting……but not able to  achieved even last day of Financial  Year 2016-2017. Comrade GS sorry  not able to convinced them as CS / OS South CHQ.

30.03.17: Circle Secretary met GM HR & Admn regarding development activities.

Circle Secretary met GM HR & Admn on 28.03.17 on courtesy meet and discussed various development activities of ChTD. Few important points are highlighted below.

1. Shortage of SDE /JTOs at various places needs to be fulfilled.

2.Request transfer cases of SDEs has been pending for years together. CS requested to take up the transfer cases at the earliest.

3.Modification order is requested for DE like other DEs/AGM orders.

4. JAO vacancies are available in Chennai Telephones. Officials (Sr.TOA(P) & (G) and TTAs) who have passed LICE 40% competitive JAO Exam should be accommodated.GM HR positively responded and intimated that he will take up this case with Corporate office.

29.03.2017: Protest against lowering of  equivalent cadres:United Forum of BSNL Executives Associations AIBSNLEA, AIGETOA & AITEEA strongly protest against the notification of DoT OM dated 28.03.2017 wherein payscales of JTO/JAO, SDE/AO & equivalent cadres have been lowered arbitrarily, which will seriously demoralize & de-motivate  the executives in BSNL. We express our strong resentment against the DoT decision & failure of BSNL Management in this regard.

United Forum of Executives Associations will shortly finalize the protest actions against such demoralizing act of DoT / BSNL.

It is unfortunate that the matter has been mis-handled by some executives Associations by giving a call of agitation & withdrawing without any fruitful outcome. It has strengthen DoT to ignore the protest of BSNL Executives. The fact remains that efforts were taken by the same executive associations to sabotage the outgoing agitation call given by United Forum of BSNL Executives Associations in the month of Dec., 2016 and Jan., 2017 and they impressed upon the BSNL Management to victimize the CHQ/Circle/Distt. level office bearers of United Forum by issuing the memorandum & deduction of salary for two days i.e. 27th & 28th Dec., 2016 for participating in Dharna programme. These actions has strengthen the BSNL/DoT management to conveniently ignore the genuine grievances of executives in BSNL.

Hence, United Forum has to decide its own course of actions to protest the interest of entire BSNL Executives community rather coming under the trap of so called executive associations to further damage the interest of executives of BSNL.

Let us decide & keep ready for the conclusive struggle to show the strength of executives in achieving the settlement of legitimate demands.

29-03-2017: CHQ LATEST NEWS…

 CPC from DE to DGM (Engg.): GS discussed with Jt. GM (Pers.) regarding CPC from DE to DGM(Engg.), Jt. GM(Pers.) informed that CPC work is in progress but the Chairman CPC and some Members of CPC are desirous of seeing all APARs along with Screening Committee report. PGM (Pers.)  has also discussed the matter and convinced them. Efforts are being made to expedite the CPC before 31stMarch, 2017.

GS discussed with PGM(EW), The Chairman CPC from DE to DGM (Engg.) & requested to give an early clearance to CPC. Also explained that Screening Committee reports from Circles have been collected as per the direction given by the Competent Authority. In view of this, we further requested PGM(EW) to give clearance to CPC having sample check of some APARs. PGM (EW) assured an early action in this regard.

Screening Committee Report is not received from PB, BR and JKND Circles…….. Respective Circle/Branch Secretaries are requested to arrange to send the same immediately to Pers. Cell,BSNL Corporate Office, New Delhi…..

 

24-03-2017: CHQ NEWS

(a) DE to DGM ( Engg):- GS met Joint. GM(Pers.), BSNL Corporate Office  and discussed regarding DE to DGM(Engg) promotion wherein we informed that today approval of CMD BSNL to fill up 393 vacant DGM posts has been received. The CPC has been fixed up on 27th March 2017 to fill up the vacant 393 DGM (Engg) posts. He assured to issue promotion order before 31st  March’17.

(b) Filling up of the vacant EE(C) posts: We requested Jt. GM(Pers.) to impress upto BW cell of BSNL Corporate Office to file an appeal in the Hon’ble High Court Chandigarh against the judgment of Hon’ble CAT Chandigarh Bench on SC/ST Roster implementation issue. Jt. GM(Pers.) assured to discuss the matter with GM(BW) BSNL Corporate Office for an early action in this regard.

 Meeting with PGM (Pers) BSNL CO New Delhi

GS, AGS (HQ) and AGS (Finance) met PGM (Pers) BSNL CO. New Delhi and Discussed regarding.

(a) CPC to fill-up vacant posts of SDEs/AOs, DEs/CAOs and EE(C) wings:  We expressed our serious concern against the non-filling up of the vacant posts. PGM (Pers) appreciated our concern and mentioned that the court judgement in the Hon’ble High Court Kerla on JTO to SDE(T) promotion has been reserved and efforts are being made to get an early pronouncement of the Judgement. He assured as soon as the stay order on SDE promotion is vacated the CPC from JTO to SDE(T )will be expedite.

In the case of SDE to DE and AO to CAO promotion, SLP is being filed in this week itself in the Hon’ble Supreme Court against the Judgment of Hon’ble High Court Chandigarh on SC/ST roster implementation in promotions. The SLP will include all the references of courts cases of Hon’ble CAT Chandigarh and High Court Chandigarh of SDE to DE, AO to CAO and SDE(C) to  EE(C) etc. He assured to take some way out to conduct CPCs after filling the SLP in all these cadres.

(b) CPC from DE to DGM (Engg): We requested to expedite CPC from DE to DGM (Engg) since all the screening reports and VCRs have been received. PGM(Pers) informed that CPC date has been fixed up on 22nd March-2017 to fill up about 400 DGM (Engg) posts. He assured to issue promotion orders before 31st March-2017.

(c) Appointment of JTOs LDCE qualified to SDE(T) post. We requested for the appointment of LDCE qualified JTOs to SDE(T) grade post. PGM(Pers) mentioned that in the next BSNL Board Meeting SDE RR modification proposal will be put up for its approval after the modification of SDE RR only, the posting on promotion to LDCE qualified JTOs to the Post of SDE(T) will be possible.

(d) Restructuring of AD (O/L) cadre:- We requested for an early reply to DOT on this issue since the comments of BSNL CO EF cell have been received in pers cell. PGM (Pers) assured on early action in this regard.

(e) Review EPP provision w.r.t clarification dated 23.06.2009 effect on pension finalizations: We requested to send  a reminder to DOT in this regard to get the clarification so that the earlier order issued by BSNL CO for fixing DNI after one year in the same scale instead of on the date of actual DNI is withdrawn and the pension case may be finalized. PGM (Pers) assured to send a reminder to DOT in this regards.

(f) Meeting on CPSU cadre hierarchy: PGM (Pers) mentioned that first he will discuss the CPSU proposal with Director (HR) and CMD BSNL and thereafter in the next week with our association.

(g) Consideration of request/ tenure transfer cases of SDEs/DEs: We requested for the consideration of request/ tenure transfer cases of SDEs/ DEs. PGM (Pers) assured to look into the matter.

(h) HR integration: PGM(Pers) informed that as per the management decision the HR integration work is in progress. Already some staff have been posted in pers cell from all the wings and shortly some more staff will be posted to strengthen the pers cell. Efforts will be made to bring parity in the cadre progression and service conditions of all the disciplines. We apprehended that after this HR integrations the promotions, transfers and postings etc will be delayed. PGM (Pers) mentioned that it is not a fact rather things will become faster. Let us, observe the results.

09-03-2017 Combined march by Unions and Associations

     CS attended the combined Demonstration of BSNL Unions and Associations on 09-03-2017 at Flower Bazar Exchange. CS gave a fabulous speech on the reasons of deterioration of BSNL.  

       Our Services are majorly concentrated across the villages of India, focussing on the service not on the profit.Other private sector companies are focusing only on the profit and giving services in urban areas only. During 2006, BSNL had a revenue of Rs.40,000/- Crores and a profit in the range of Rs.8000/- to Rs.10,000/- crores. In 2010, it met with loss for the first time in history. In between, in 2007, RS.450 Lk Tender for development of GSM /Procurement of Equipments was cancelled and in 2009, Rs.930 Lakh Tender was cancelled. Due to this we were unable to compete with other Telecom companies in terms of technology.

        No development activities are done from 2007 in BSNL. Overseas Communication Services were also taken from BSNL.  At Chennai, Uttarakhand and J&K when flood came BSNL was the only telecom company to give timely service to its customers, with least disturbance.

       After BSNL was formed in 2000, around 1.5Lakhs Employees retired and only 30,000 employees were recruited.  

            Presently talks are about Huge loss of MTNL and how to dispose MTNL. On one side plans are for how to merge loss making PSU MTNL with BSNL. On the other side it is planned to form a new Tower company by taking over 61000 towers out of 75000 BSNL Towers.Slowly the hidden agenda of bringing BSNL to sick PSU list is carried out and it has evidently come out now.

It is underlined that until Unity of BSNL Associations and Unions is there, none of these hidden agenda are going to be happened in BSNL.

Members of AIBSNLEA attended in the demonstration in large number.
