The 3rd CEC of our Association commenced on the 17th May 2017 at 10.00 Hrs in the Jeevan Jyothi Conference Hall as scheduled.Com Elango OS Central welcomed one and all for the meeting and requested the President In Charge Com.P.Sangli to preside over and take control of the proceedings.  Before the regular discussion, a two minute silence was observed as a mark of respect to our Veteran Leader Com.V.K.Paramasivam Ex. CWC Member who has breathed his last on 15th May 2017.

President Com.Sangli in his inaugural address welcomed one and all for the important CEC being held after the 1st MVP. He also congratulated all the members for their effective participation in the 1ST MVP and for ensuring victory to AIBSNLEA in ChTD. He further stressed that if this type of hard work had been carried out in Maharashtra, MP and TN, we would have become NO: 1 at All India Level but still observed that this is a lesson for us in the future.

After his inaugural speech, the president read out the Agenda for the day and requested the House for any change in it. After due approval of the Agenda, the president asked the CS to proceed with the presentation of his report. Click here for CS Report.

The CS report was elaborately discussed by the members and after much deliberations and reply by the CS for the query from the members, the CS report was unanimously passed page by page.

The following are some of the salient features of Discussion:

  1. Work study in ChTD is the need of the hour that was initiated by the then DGM-HR& Admn Sri.Chandran duly carried out by Com, (Late) S.Sritharan then SDE-Personnel. But, it was not implemented and we need to impress the present Management to implement the same at the earliest to avoid improper utilization of manpower.

  2. The question of outsourcing the External Activities as prevalent in some circles was discussed, but the CS was of the opinion that due to overstaffing in ChTD in respect of Line Staff, the same could not be pressed for implementation.  

  3. The merger of CFA & CM Verticals in Field level other than Planning and Installation will be a solution to tide over the crisis of shortage of Executives in ChTD as being practiced in Circle/SSAs

  4. While the CPT-SSA was merged with ChTD against the wishes, now this is a source of Revenue for us and the Management is to be reminded of the need to post more staff in this Area. Our stand of managing the CPT-SSA with available Executives there and also by way of posting only fresh-executives on their appointment still holds good.

  5. Allocation of works amongst the Executives in the Accounts wing must be identical in all Areas of operation and the case will be taken up with the Management soon.

  6. An issue of Accounts personnel in GM-South Area is to be accorded top priority. – This case is settled by the visit of CS & ACS-Finance on 18/05/17.

  7. In respect of Executives who are posted outside Chennai on their DGM promotion, CS has assured to take up the matter at BSNL CO level and get re-allotment for the affected members.

  8. With respect to merger of Associations as proposed by our GS, there was useful discussion and the CS also agreed that AIBSNLEA-ChTD will be the first to accept any good proposal that is aimed at increased benefit to the entire Executive Cadre. Members also felt that through MVP, the BSNL Management has achieved what it wanted namely “to divide the Executives and rule”.

  9. Scrapping of LDCE Exam from JTO to SDE cadre since both cadres come under Gr-B, which ensures timely implementation of promotions without dispute at each level. Because of time delay due to court cases, LDCE passed candidates and SCF candidates are crossing pay scale of SDE cadre and hence do not get even a single increment on regular charge as SDE.

CS in his concluding remark appreciated all present for the useful discussion and said that AIBSNLEA is the only Association where free and frank discussion without any bias will take place. He further requested the members to remain united for achieving better results. Membership strength is vital for any Leader to meet and negotiate with the Management and he is proud that AIBSNLEA has got the recognition of majority of the Executives in ChTD inclusive of CPT SSA.

During the course of the proceedings and during the presentation of BS Reports, several Branches honored the CS/OS with shawl for his assuming charge as DGM-BBS and almost all members felt that is was a delayed crown for the hard work of Sri.P.Udayasuriyan as DE-BBS.

Finally, due to retirement and transfers of Executives, several posts in the Circle Body has fallen vacant and since the Circle Conference is tentatively fixed in the first week of September-2017, as per advice from CHQ, the following Executives are co-opted by this Third CEC as an interim measure for the posts mentioned herein. The deliberations came to a conclusion with final remarks from the president in charge and the vote of thanks was proposed by Com.Sivakumar, Finance Secretary.

3rd CEC of AIBSNLEA CHTD was conducted at Jivana Jyothi Hall Egmore on 17-05-2017 from 10:00Hrs. CWC Members, CEC Members, Br Secretaries,Br Presidents, FS, OS attended the meeting in along with CS and ACS. Meticulous works done by CS and Team and historical win in MVP at CHTD was appreciated by participants. 

Various Branches honored Com P. Udayasuriyan CS and Com P.Sangili CP with shawl on behalf of KKN Branch. Com Arunachala Sankar who is retiring on 31-05-2017 was also honored by CS.

3rd Circle Executive Committee Meeting of AIBSNLEA CHTD is to be held on 17-05-2017. All CEC Members, CWC Members, Branch Presidents, Branch Secretaries and Finance Secretaries are request to actively participate in CEC Meet. CEC at this moment is very crucial after the Membership Verification and other HR issues. All are delegates again requested to participate without fail.

05.05.17 : CHQ News:GS writes to CMD BSNL regarding illegal promotion of 42 DGMs of 147 LDCE quota SDEs

GS writes to Shri Anupam Srivastava, CMD BSNL regarding our concern on the Illegal promotion orders of 42 DGMs of 147 LDCE quota SDEs whose seniority has been quashed by the Hon’ble High Court Kerala and SLP is pending in Hon’ble Supreme Court of India. We have requested for his kind intervention in the matter and get investigate from vigilance cell urgently.  Initiatives in this regard are needed to take stern action against the culprits as well as to take necessary corrective actions to undo the wrongs at the earliest to provide justice and to avoid further litigations.       <<<< Click here for the letter  <>>>

02-05-2017 CHQ News…

On 01-05-2017, Foundation day of AIBSNLEA/May Day , General Secretary AIBSNLEA served letter to CMD BSNL for resolving the standard pay scale issue of standard pay scale –   by replacement scales for pre-revised E1A, E2A pay scales for JTOs, SDEs & equivalent cadre and grant E2, E3, E4, E5, E6 and E7 Scales for JTO, SDE, Sr. SDE, AGM, DGM and SG-DGM and equivalent posts to DoT.

With this GS stood up with the thoughts of members and image of GS has gone high. This letter was reflection of the common opinion in the Association, and as a result of the demands of senior members of the Association. Hence, what audacity Secretary of other Associations have to request our members to protest against our GS. On resolution of E1A/E2A with E2/E3, executives will be forced to stay in E3 scale for 10 years and similar anomaly will be created in E3 scale. Hence cascading is the only solution. Please oil your own machinery comrades. Our GS knows what to do and when to show the reaction.                             – CS Chennai TD

AIBSNLEA is celebrating its 14th Anniversary of Foundation Day on 1st May 2017. AIBSNLEA CHTD extends warm greetings to all the Members of AIBSNLEA CHTD and well wishers on the occasion.  AIBSNLEA was formally launched on 1st May, 2004 by merging of 10 DoT recognized Gr “B” Associations namely TESA (I), AFSOA, AIJTOA, AIPTCE (Gr.-‘B’), AIPTEE (Gr.-‘B’), AIJEA, AIPTAA, ABDRA, AITSA, BSNLEA. AIBSNLEA is in the true sense protecting the interest of BSNL Executives as well as of BSNL.

MAY DAY:  In the late nineteenth century, the working class was in constant struggle to gain the 8-hour work day. Working conditions were severe and it was quite common to work 10 to 16 hour days in unsafe conditions. Death and injury were commonplace at many work places.As early as the 1860’s, working people agitated to shorten the workday without a cut in pay, but it wasn’t until the late 1880’s that organized labor was able to garner enough strength to declare the 8-hour workday. At its national convention in Chicago, held in 1884, the Federation of Organized Trades and Labor Unions (American Federation of Labor), proclaimed that “Eight hours shall constitute a legal day’s labor from and after May 1, 1886”. This proclamation was without consent of employers, yet demanded by many of the working class.

In a proclamation printed just before May 1, 1886, one publisher appealed to working people with this plea:

  • Workingmen to Arms!

  • War to the Palace, Peace to the Cottage, and Death to LUXURIOUS IDLENESS.

  • The wage system is the only cause of the World’s misery. It is supported by the rich classes, and to destroy it, they must be either made to work or DIE.

  • One pound of DYNAMITE is better than a bushel of BALLOTS!

  • MAKE YOUR DEMAND FOR EIGHT HOURS with weapons in your hands to meet the capitalistic bloodhounds, police, and militia in proper manner.

              On May 1, 1886, more than 300,000 workers in 13,000 businesses across the United States walked off their jobs in the first May Day celebration in history. Thousands were killed and wounded in the protests. On November 11, 1887 four leaders of the Mayday Agitation Albert Parsons, August Spies,George Engel, Adolph Fischer were hung to death. Louis Lingg killed himself and Samuel Fielden, Oscar Neebe, Michael Schwab were sent sent for imprisonment. They are the eight Martyrs of Mayday.

             The American Federation of Labor meeting in St Louis in December 1888, set 1 May 1890 as the day that American workers should work no more than eight hours. The International Workingmen’s Association meeting in Paris in 1889, endorsed the date for international demonstrations, thus starting the international tradition of May Day.

29-04-2017 Retirement on Superannuation

Com P.Sangili DGM Fin(COBA) was retired on superannuation on 29-04-2017. Com.Sangili was a very hardworking and strong member of our Association. Comrade has excelled in official and Association activities at the same time. Charismatic character of Com. Sangili has attracted many young members to the Association. A very warm retirement function was arranged at Flower Bazaar TE, in which CS remembered the contributions given by beloved comrade. Com B.Ganesan CWC Member, Circle Office bearers, Branch Office bearers and many dignitaries were present during the function.CS honored Com Sangili with shawl.  AIBSNLEA CHTD wishes a very happy and peaceful retired life for Sangili sir.  

 

Our Senior Com. M.Vasudevan DGM Fin NBA was retired on superannuation on 29-04-2017.  Along with CS, Our senior DGM Com B.Ganesan CWC Member, Br Sectry  NBA, Asst Finance secretary and our members gathered at the chamber of Com M.Vasudevan. CS  honored Com. Vasudevan with shawl and wished for a healthy and happy retired life. Com Vasudevan has donated Rs.2000 to our association.
