30.12.2017: Message to Members by outgoing Circle Secretary

My dear beloved Comrades,

My sincere thanks to one and all who have given respect to my appeal and attended the Sixth Circle Conference of our Association held on 19th & 20th December 2017 and made the event a grand success. My special thanks to all our lady comrades who made it to the Open session at Hotel Asoka on 19th evening despite odd weather conditions.

During my period I could discharge the function as Circle Secretary efficiently because of all your strength and the spontaneous support extended to me.  Comrades as you all aware, our BSNL is going through a critical phase and we have to thrive really hard to bring it up amidst stiff competition. The role of Association becomes more difficult  now since we need to balance between individual needs and the Company’s limitations. I am quite confident that as experienced and dedicated Executives belonging to an Association that has a tradition of “Settling issues only though negotiations”, all of you will continue to show the same spirit and enthusiasm exhibited all these years towards development of our Company as well as our Association.

I am sure you will extend your fullest cooperation to the newly elected Office bearers and it is our duty to ensure that AIBSNLEA maintain the No.1 status in Chennai Telephones District. Once again thanking you one and all for giving me an opportunity to serve for the past fifteen years as Circle Secretary.

Sub: Resolutions passed in the Circle Conference –Reg.

 Respected Madam,

On behalf of AIBSNLEA- Chennai Telephones, we are grateful to our CGM for having graced the Open Session held at Hotel Asoka on 19th December 2017. Our members expressed their complete satisfaction by the way in which you turned your speech in to an Interactive session and as an Association of seasoned members, we assure our CGM that the best possible efforts will be made to sustain the positive growth of BSNL- Chennai Telephones.

A part of our Circle Conference, we had a marathon Delegate session on 20th December 2017, in which the method to improve our services was given the main thrust leaving aside our individual grievances. Keeping the Key note address of CS-AIBSNLEA-ChTD as one of the reference, the participants moved certain resolutions detailed below for submission to the management for consideration as far as improving performance is concerned. Accordingly the points are listed below.

Development Side:

  1. Aggressive Marketing is the need of the Hour to convert the confidence in the minds of Customers in to actual connections on the dependability of BSNL Services at times of crisis.
  2. Decentralization of Marketing Team with Area PGMs/ GMs / DGMs having more stake in it.
  3. Revival of CRM Concept to supplement the efforts of EB in retaining commercially important Customers.
  4. Reallocation of works in respect of GSM to Area DGMs keeping only the major activities like planning, procurement and installation with the GM-GSM akin to CFA-Vertical.
  5. Arranging for interaction with the local authorities at the highest level like CMDA, CMWSSB etc., on a regular basis to avoid frequent cable cuts especially our Transmission media.
  6. Formation of Core Group consisting of one SDE & one AO for  ERP under each GM  with a centralized Core Team consisting of sufficient  officers at Central Settlement Cell to ensure hassle free processing of bills that will make Field officers to concentrate more on provisioning and Fault clearance.
  7. It will be a WIN-WIN situation for BSNL if the management take a re-look at the functioning of RTTC and DTTC and decides to  have a single training Centre at CTTC, while converting RTTC, M.M .Nagar in to an Engineering Centre of Excellence with private participation.
  8. We need to properly re locate the various offices like EB, GSM, etc., that are scattered across the city to ensure a single point solution for all the stake holders be it our customers or our own Employees.
  9. Replacement of life expired/loss making OF Cable in phased manner.

HR Side:

  1. We request our CGM to prevail upon the Administration to follow the principles of “Right man for the Right Job at Right Time”  while proposing / moving files for Transfer and posting that will avoid unrest in the minds of Executives and also pave way for a transparent functioning. It is worth mentioning that management can get a better output from the Executives if their options are considered to the best possible extent.
  2. We reiterate our appeal to CGM for prevailing upon our Corporate Office to declare CPT SSA as a Soft Tenure Place that entitles immunity to that extent from All India Transfer for those Executives posted to CPT SSA from Chennai. We are of the firm belief that only our CGM can achieve this proposal that will be a permanent solution for all the CPT-SSA issues.
  3. Any fresh Recruits in JTO/JAO/TTA cadre allotted to Chennai Telephones must be accommodated in CPT-SSA only where there is a huge potential for BSNL. This policy will also avoid any inconvenience for the seniors at the same time any possible litigation also can be averted.
  4. The proposed new entrants in JAO cadre are to be accommodated in the various CSCs for providing better solution and advice to our customers who approach our CSC/CSR with various bill related queries.
  5. We appeal to our CGM that it is the right time to recognize the dedication of senior most officers by ordering “Look on” in the SAG cadre to those eligible DGMs in Civil/Electrical/Finance & Technical wings.  .
  6. A work study has to be done as we repeatedly asking for and redeployment as per work study.

21-12-2017 Report on 6th Circle Conference of AIBSNLEA CHTD conducted on 19th and 20th of December 2017.

The Pre CEC of our Association in connection with the sixth Circle conference started at 10.30 am with hoisting of the Association Flag by Com.P.Velu DGM-Retd and our EX-Vice President, amidst slogan shouting by our enthusiastic Members. The members assembled in the Seminar Hall of Jivana Jyothi Complex for further proceedings.

The session was presided over by our Circle President Com P.Sangili and the welcome address was delivered by Com.R.Duraisamy (Ex-VP[All India]-AIBSNLEA-ChTD). After formal introduction, the CS presented his report that was an elaborate one featuring all the important events from 22-05-2015 to till date.

After the CS Report, an interactive session with our beloved CHQ President Com.S.Sivakumar started and our CHQ President explained in detail about all the issues pertaining to BSNL in general and with regard to 3rd PRC and CPSU Cadre Hierarchy in particular. It was a useful interaction that extended up to 14.30 Hours and the comrades were unmindful of the Lunch time. By 15.45 hrs, the house was adjourned for reassembling at the Hotel Asoka to prepare for the Open Session.

The Open Session at the well decorated A/C hall of Hotel Asoka, Pantheon Road, Egmore, Chennai started at 5 pm with Com.P.Sangili in the Chair. After a prayer song by Com.Aarthi Sridar AO (COBA), the Open Session started with traditional lighting of lamp by our respectful CGM-ChTD Ms.S.M. Kalavathi, Sri.G.Ravi PGM-Finance T.N.Circle, our CHQ President Com.S.Sivakumar, our beloved GS Com.Prahlad Rai and our circle President Com.P.Sangili.

The welcome address was delivered by the Reception Committee Chairman Com.B.Ganesan (DGM-SE) and our CWC Member. The presidential address was delivered by Com.P.Sangili   after which our CS Com. P. UdayaSuriyan presented his KEY NOTE Address. The key note address was emphasizing more on the development activities of BSNL. 

After the key note address, the list of speakers includes Sri.G.Ravi PGM-Finance T.N.Circle, Sri.S.Chellappan PCE-Civil, Sri.J.Ganesan GM-HR & ADMN Chennai Telephones, Sri.L.Sundararaman, Ex-CWC-member, Sri.M.Kanniappan CS-BSNLEU, Sri.Elango ACS-NFTE, Sri.P.Thamilselvan, President AIBSNLEA-T.N. Circle, Sri.C.Durairasan CS-AIBSNLEA-T.N.Circle.

Sri.G.Ravi PGM-Finance spoke at length on the financial position of BSNL and the need of the hour is to strengthen our Revenue Base if we are to achieve the 3rd PRC fitment. The Union Leaders & Association leaders also spoke on improving the services and at the same time reiterated that we have to fight for our right in respect of 3rd PRC.

The Chief Guest of the evening our CGM, Ms.S.M.Kalavathi, made her special address in to a debate and interacted with all the Executives present in the jam packed Hall. CGM was emphasizing the need to maintain quality service which alone will ensure retention of customer base.

Our CHQ President Com.S. Sivakumar highlighted the achievement of AIBSNLEA and specifically congratulated our CS Com.P.Udayasuriyan and his Team for fetching a huge victory for AIBSNLEA-Chennai Telephones in the recent MVP Election.

Our beloved GS Com.Prahlad Rai elaborated the issues pertaining to our Executives and explained how all the proactive measures of AIBSNLEA in settling the cadre issues were thwarted by the so called Majority Association. GS emphasized the betrayal of SNEA to the DRs through their mishandling of CPSU Cadre Hierarchy proposal and it was the timely intervention of AIBSNLEA with due endorsement from CMD & DIR-HR, that ensured strict implementation of Khan Committee recommendations without changes.

In respect of 3RD PRC our GS was firm that only through united effort of all Associations & Unions, the pressure on the DOT can be mounted and the All Union Association-Leaders meeting on 8th January 2018 at New Delhi will chalk out a clear strategy.

The meeting came to a conclusion with vote of thanks by Com.K.Rajnarayanan ACS( Accounts) and singing of National Anthem. The dignitaries and the guests were served with a sumptuous South Indian style dinner.

20-12-2017:

The Second day of our 6th Circe conference started at 09-45 Hrs on 20-12-2017 with the Delegate Session in the Jivana Jyothi Hall,Egmore which was inaugurated by Com.V.Gabriel ( Ex.ACS) and the CS presented his report that was placed earlier in the PRE-CEC on 19-12-2017.  The CS answered all the queries raised by the delegates on the report after which the CS report was passed.

Three seminars were arranged in connection with the Delegate session between 11-45 Hours and to 16.00 Hours.

  1. “Winds of Change – BSNL Finances”. Addressed by Com.R.Guruprasad DGM-Finance TN Circle and our CHQ-Advisor. The session was full of information pertaining to reality versus imagination. The speaker explained with illustrations on the need to move forward along with the present day circumstances and was specific in emphasizing on the responsibility of a Boss if an organization is to grow and come out of crisis. Special references were made in respect of Indian Bank as an example for Revival & Kodak Industries as an example for extinction due to Leadership inability to cope with the changes.

  2. “Individual Challenges to Meet BSNL Challenges” .Addressed by Sri.V.Senthil vasan PGM-STR, was a recollection of events that were achieved by individual both in BSNL (present day scenario) and in olden days in order to make an overall objective achievable. The PGM quoted classic examples like “Panama Canal”, TATA & Sons that were really thought provoking.  The PGM also informed that this is an opportunity for him to reveal the Hidden  Talent of Staff & Executives under his jurisdiction when he was GM-South BSNL-Chennai Telephones. One among the classic Thirukkural was chosen as reference by the PGM to explain the challenges before individuals.

  3. “Preparedness of BSNL in the light of stiff competitions”. Addressed by our Friend Philosopher and guide Sri.G.Selvam GM-Retired.  The speech was exhaustive with a lot of references from literature. Sri.G.Selvam sir kept the entire audience enthralled for the full duration of one hour and the examples and quotes recollected by him really impressed the audience and it gave a feeling of  “Yes I can Do it” to the mentally exhausted Executives. Our Selvam sir was categorical in advising the Executives not to lose heat and go for VRS but instead contribute their might for BSNL the company that brought status for one and all in the society.

After Tea Break, the House transacted other important Business including, Passing of CS-Report, Financial Report, etc., before the dissolution of the present Circle Body.

Com.P.Rajagopal-DE-KKN & Branch President KKN and Com.K.Baskar JAO-West ( CEC Member) were unanimously nominated as the Election Officer & Deputy Election Officer to conduct and complete the Election Process. The election officers explained the procedure to be followed and as a Team, whose dedicated members are extremely disciplined and committed to the organization, the Election process was smooth and the following office Bearers (List enclosed) were elected unanimously for the next term.

After the assumption of office by the new office bearers, the outgoing President, Circle Secretary & Finance secretary were honoured with a shawl apart from the two Election officers. After an introductory speech by Com.J.Badrinarayanan, CS  the vote of thanks was delivered by Com.V.Gurumurthy. Finance Secretary.  The sixth Circle Conference came to a conclusion after rendering of National Anthem.

Respected President of this evening Function, Respected Chief Guest our CGM-Chennai Telephones, CGM-T.N.Circle, PGM-Finance T.N.Circle &  Chennai Telephones, Senior officers, Leaders from sister Association and other unions, our beloved G.S, Media Fraternity and my dear Comrades, it is indeed a moment of pride to stand before this august gathering on the historic occasion of our Sixth Circle Conference and I once again extend my hearty welcome to one and all present.

I would like to share some valuable inputs concerning the development of BSNL in general and Chennai Telephones in particular along with some points of concern affecting our Executives during the course of this open session.

CROWN in the history of BSNL-Chennai Telephones:

Despite stiff competition, I am proud to state that our Chennai Telephones is able to give our competitor a run for their money. The importance of BSNL and its services was proved in the unprecedented Rains that lashed city during December 2015. Unmindful of the grave situation our Team-Chennai under the able guidance of our beloved CGM Madam succeeded to restore services to our customers and it was a God given opportunity for us to prove our mettle.  Similarly again in December 2016, BSNL was the only service provider not to go off the air when cyclone VARDHA struck our city.

Those two occasions though not a welcome one for the common man proved a point to the general public that here is an organization (BSNL) that can be relied upon at times of emergency. However, it is our considered opinion that we have failed to cash in on that situation to improve our market share.

Points for Development:

We request the Management to ensure a transparent mechanism for providing FTTH to our customers. It is worth mentioning here that that it is our continuous effort that convinced the Management to form a FTTH Team under the leadership of a JAG officer. However while the demand for our FTTH is considerably higher, due to procedural delays, we are unable to capitalize the situation and convert them in to active connections.

The Marketing Team is to be de centralized and each Area DGM must have a Marketing Team (CM & CFA) for better co ordination and implementation of sale & Marketing activities. Similarly, while planning and major Technical installation is to be with the GSM-Wing, the Area DGMs must be provided with a Team of officers to attend any Cell Coverage related maintenance issues also. In a nutshell, similar to HR integration, CFA, CM & Marketing functionalities must be integrated and maintained by Area DGMs only for better monitoring, achievements and accountability…  

 The Concept of CRM (Customer Relations Manager) directly reporting to the Area GMs was very much productive in earlier years and with delegation of more powers to the CGMs, it is better if the CRM posts are revived for close co ordination in Areas.

While the proposed measure by the BSNL CFA section to provide Free CLIP instruments for all the customers with average billing of Rs.3000 and reduction in cost of modem from Rs.1500 to Rs.1250 with effect from 18-12-2017 is most welcome, it is our suggestion that the CLIP Instrument may be supplied free of cost to the new Customers (other than Plan 49) also.

 The introduction of ERP has made the daily routine more cumbersome for the Field Officers and the GST has added its own complications further. We request our CGM to form a separate Team zone wise, along with a Core-Unit at CGM Office to process, implement and guide all the Executives for carrying out ERP activities so that their concentration towards Field issues is not diluted. It is worth mentioning here to laud the efforts of our IT wing which did an excellent work during CDR Migration, and we need such a setup now also if the ERP threat is to be resolved.

As our Association pleads always, a work study is must for any organization to grow and this has so far not been carried out in ChTD. “Right man for the Right Job at Right Time” is the Mantra of success but any how the Millers Road Administration is silent in this aspect.

Another point which we have been repeatedly requesting the management is to have a re-look at the functioning of RTTC and DTTC. It will be wise to  have a single training Centre at CTTC, while converting RTTC, M.M .Nagar in to an Engineering Centre of Excellence with private participation from reputed institutes like TCS,WIPRO,etc.,

Due to coordinated efforts of all Associations, we are able to reduce the Tenure of CPT SSA to One Year. However, we once again appeal to CGM for prevailing upon our Corporate Office to declare CPT SSA as a Soft Tenure Place that entitles immunity to that extent from All India Transfer for those Executives posted to CPT SSA from Chennai. We also make this opportunity to request our CHQ to ensure that the necessary approval from BSNL CO is obtained for the proposal from our Administration in respect of CPT SSA.

Management:

We are also proud to have a determined leadership at the top through our beloved CGM Ms.S.M.Kalavathi, duly advised by Sri.Kalyansagar GM (Fin). On the Human Resource Front, there is a completely dedicated & unbiased Team of gems Like Sri.J.Ganesan our GM(HR&ADMN), Smt.Hemamalini Sridhar our DGM(HR&ADMN) who have vast experience in handling issues of concern to the Executives and Staff. We place on record our appreciation to the entire Team for listening our views patiently whenever approached.

Our Role:

On the Association front, I am proud to state that AIBSNLEA under the Dynamic leadership of Com.Prahalad Rai is identified with dedication and hard work. We are the only Association having faith in resolving issues through negotiations despite pressure from within and outside. Our approach is proactive and our activities are transparent. We never hesitate to point fingers if a mistake is committed by the management while at the same time we never failed to appreciate the good initiative of the management.

Comrades, the performance of CHTD are keenly monitored by the BSNL CO and any innovative idea is tried and tested in ChTD only. On this front, I am proud to state that 4G is to be launched in Chennai as a New Year gift to our esteemed customers. We must make an earnest attempt by way of improved performance and try to regain our lost ground and towards achieving this let us all rededicate ourselves and ensure tireless efforts are made to achieve growth.

Last but not the least, with our Executives exhibiting untiring enthusiasm in restoring the old glory of BSNL, I appeal to our respectful CGM that, having sufficient vacancies for GM level officers both in Finance & Engineering wing, it is time to reward our seasoned and experienced seniors with “Look After – arrangement in GM-Posts” ( a procedure which is as per BSNL CO norms and followed in most of the circles), and this will reduce the burden on the shoulders of our ITS officers who are holding several additional responsibilities at the same time motivating the promotee officers.

CIRCLE SECRETARY’s FINAL APPEAL TO ALL MEMBERS

Most Respected and my Dear brothers and Sisters,

With folded hands I salute and thank all the members who were with me, some very close and some little away and guided me for the past 17 years.I thank our senior comrades who have retired earlier to me and till date guiding me.

I have met Countless problems in the past years which I could not share with you.

I have been thinking the Association and all the members as my family after my duty. My own family comes next only.

I have rendered my service without defaming the Association at any point.As per my conscience, irrespective of age, I have given the due respect to all my elders and youngsters.

I have never seen Caste or Religion and I was serving without any prejudice and I will be taking leave,once and for all from you day or two.

In the past 17 years, I was many times restless and worried for not fulfilling the wishes of few.

At this Juncture, I request to pardon me if I have hurt anybody by mistake.

Our Circle conference is to be held on 19th and 20th of Dec’17. I request one and all COBs, CWC & CEC Members, BOBs and Delegates to attend the conference without fail. BOBs may kindly request all the members to attend the open session en mass at 04:00 PM of 19th Dec’17 at Asoka Hotel, Egmore  with dinner and also to treat it as the sending off ceremony to me.
