CS met CGM and GM HR and requested to stop Chengalpet transfers, and it was assured that old transfer policy will continue until restructuring is completed.

19.10.2021 Online CWC Meet was conducted
CWC Meeting of AIBSNLEA
Central Working Committee Meeting of AIBSNLEA was successfully conducted under the president ship of Com. Subhasis Mitra, All India President of AIBSNLEA through Online Mode on 19.10.2021 from morning 9.00 am to 9.30 pm with the active participation of more than 80 Comrades including GS, Chairman, CHQ Office bearers, CHQ Advisers, CS, CP & CWC Members from all over India. Respected Director (CFA), BSNL Board Shri Vivek Banzal has graced the occasion as Chief Guest and addressed the gathering with the motivational speech followed by very good interactive session with the participants on the Cluster, FTTH & other CFA related issues.
Director CFA patiently heard the suggestion put forth by our members and informed modifications will be made as per the recommendations of cluster committee. Hope, our problems faced in the cluster, levying of penalty, proper duration to accounts wing in settlement of bills will be sorted out.
The CWC unanimously decided to conduct the 7th All India Conference of AIBSNLEA at Chennai and the same will be hosted by the Tamilnadu Circle.
21.10.2021 COB Meeting was held at Mambalam
The First Circle Office Bearers Meeting of new Team members was held at Mambalam TE at 17:30Hrs after formal introduction of the new team to respected CGM, GM HR&Admin and GM Finance. CS, CP, and FS along with VPs, Asst Circle Secretaries, Area Secreataries and Organising Secreatries attended the meeting. The review of Circle Conference, the points discussed in recent CWC meeting, activities and actions to be taken in the future, shortage of manpower in field including TXM and individual branch issues were discussed.
21.10.2021 CS introduced new Office Bearers to CGM, GM HR&Admin, GM Finance and DGMs
Circle Secretary along with CP, FS met and introduced new Office Bearers to Respected CGM, GM HR&Admin, GM Finance and DGMs. CGM wished all the best for the new team.

07.10.2021 PRE CEC MEETING
The Pre CEC of AIBSNLEA CHTD prior to Seventh Circle Conference was conducted at Arihant A/c Hall, at Hotel Ashoka. By 10.30am, the CEC members assembled at the hall and the meeting was started with the presidential address by Com P. Senthilkumar Circle President AIBSNLEA CHTD. In the presidential address and welcome speech CP welcomed all the present COB members and Ex COB members present at the hall.
After formal addressing, Com P.Ramalingam Circle Secretary presented report for the period from 2017 till date, which was very elaborate and covering all the events till date. Ex COB members continued to arrive and CS welcomed them on arrival.
The presentation of CS report was halted for tea session and during Post Tea Session, Ex Office Bearers and members retired during COVID pandemic were felicitated. Com J.Badrinarayanan Ex CS, Com V.Gurumoorthy FS, Com V.Ulaganathan Ex VP, Com R.Srinivasan Ex President, Com B.Manjunath BS, Com S.Elango ACS, Com R.Vijayasarathy OS(N), Com H.Rajamany OS(W), Com Sundararajan Retd Member were felicitated with shawl and Ex CO Bearers addressed the CEC meet. Ex CP pointed out that the right intervention of AIBSNLEA for the promotion/transfer to CAO cadre, representation of Ex CS &CP at CWC meet conducted at Dehradun in June 2018 and the unilateral approach of Govt on VRS 2019 may be added in CS Report.
Outgoing CS pressed on the need of unity at the hour. Ex CS also observed on Chengalpet transfer that the vacant SDE post must be filled from SDE Long Stay list and AIBSNLEA should address the issue with administration and interest of members is to be protected.
After addressing the gathering by Com S.Shivakumar FS and Com A.M Guruprasad and vote of thanks by Com Suresh Babu AFS the house adjourned for lunch, and further reassembling for OPEN HOUSE at 4pm. The hall was taken over by Reception committee and Stage Committee for further decorations and arrangements for OPEN SESSION.
07.10.2021 OPEN SESSION
The invited guests and members started arriving around 3.30pm at the well decorated Arihant A/c Hall Ashoka Hotel, Pantheon Road, Egmore for the OPEN SESSION. The Stage was well arranged by the Stage committee and the Reception committee welcomed individual members and Guests by giving badges and was seated in the reserved seats.
The arrival of EX OS(South)- Com P.Udayasuriyan gave a new energy to the members and guests, and EX OS interacted with all the members. Com S.Sivakumar General Secretary AIBSNLEA CHQ, Dr.Shri V.K Sanjeevi CGM and Shri V.S Ilanthirai GM HR&Admn was welcomed on arrival by CS,CP and FS and other COB members.
The Open Session was started at 5pm with the lighting of Deepam by Honourable Chief Guest Dr. Shri V.K Sanjeevi, followed by Shri V.S Ilanthirai, Shri S.Sivakumar GS CHQ AIBSNLEA, Shri P.Udayasuriyan Ex OS(S) and Com J.Badrinarayanan Ex CS AIBSNLEA CHTD jointly with Com P.Senthilkumar CP AIBSNLEA CHTD. After the prayer song and Tamil Thai Vanakkam by Com Aarthi Sridhar VP, Respected CGM, GM HR& Admin, Com S.Sivakumar GS, Com Ramalingam CS, Com P.Senthilkumar CP, Com S.Shivakumar FS, Com P.Udayasuriyan, Com S.Sivakumar FS, Com C.Duraisarasan OS(S) CHQ were felicitated with bouquet, shawl and memento and invited and seated on the Dias. Leaders of other Associations- Shri A.Suresh CS SNEA, Shri S.Umachandran CS AIGETOA, Shri Sridhar Subramanian CS BSNLEU were also honoured with bouquet, shawl and memento and seated in the seats reserved.
The welcome address was delivered by Reception Committee Chairman Com Aarthi Sridhar VP AIBSNLEA CHTD. Presidential remarks were made by Com P.Senthilkumar CP followed by Keynote address by Com P.Ramalingam CS AIBSNLEA CHTD. Keynote address emphasized on the the need of work study and restructuring in Engg and Finance wing, Chengalpet transfer policy etc.
Other Orators include Com J.Badrinarayanan Ex CS, Com C Duraiarasan OS(S) CHQ, Com P.Udayasuriyan Ex OS(S), Com S.Shivakumar FS, Shri S.Umachandran CS AIGETOA, Shri AS Suresh CS SNEA, Shri Sridhar Subramanian CS BSNLEU.
Followed by this energetic speech was delivered by Com Sivakumar GS CHQ, in which GS explained about the marathon meeting held in BSNL CO on the previous day. GS iterated that, earlier BSNL management used to individual Associations and Unions separately, but this time as insisted by AUAB, all were invited for the Full Board Meeting with CMD and the meeting lasted for 6hrs. GS informed that this was possible due to the power of unity in AUAB and insisted leaders of other Associations to be present in New Delhi itself. GS also informed the financial implications and position of BSNL, and there is no VRS discussion at BSNL CO as rumours are spreading.
The Chief Guest Address was made by our beloved CGM Dr. Shri V.K Sanjeevi, and the jam pack hall was eagerly waiting to listen to the words of CGM. The importance of being professional and showing great responsibility by the officers is a major need in the present scenario of BSNL, said Hon CGM. Chief Guest also told the gathering that BSNL being a strategic PSU, it may not be privatised, which was a great relief to hear for our members. Also, CGM sir replied to each and every point raised by the CS in keynote, GS Address and the points raised by COB members during speech.
Regarding Transfer Policy Chengalpet SSA, CGM re quoted the words from keynote address by CS that- The way in which Administration acted on CPT Transfer Policy is authoritative and discriminatory- and replied that Administration has not made any final decisions and is Open for discussion with Associations.
Regarding declaring CPT SSA as a soft Tenure Area, CGM replied that such a requirement was not yet noticed, and was very positive to take up the issue with BSNL CO.
Further, the Open House Session was concluded with National Anthem and house was adjourned for delicious Dinner Delight for all the Guests and Invitees. After Dinner Delight, participants were presented with a memento as a token of respect for participation in Open House.
08.10.2021 DELEGATE SESSION
The Delegate Session of Seventh Circle Conference was conducted on 08.10.2021 at Jeevana Jyothi Hall, Pantheon Road, Egmore. Delegates and COB Members gathered by 10am and the Delegate Session Started at 10.30am. CS continued to elaborate the CS Report of activities for the last 3 years in detailed manner. The points raised by Delegates were explained and deliberated and the CS Report was adapted unanimously by the house.
Com S.Shivakumar, FS CHTD presented the Financial Report for 3 years, and elaborated the revenue, expenses and balance sheet of the Association in Chennai TD. Queries raised by the delegates were detailed and the Financial Report was adapted by the House unanimously.
All the Branch Office Bearers presented the Branch Reports to the gathering. Various Delegates of Engineering and Finance wing raised the acute shortage of man power in their respective work zones. COB Members addressed the Delegates Session and detailed discussion regarding stand of AIBSNLEA on Chengalpet SSA was discussed.
Further, the Delegate Session was paused for Lunch Break, Lunch was arranged in Jeevan Jyothi Hall itself. Post Lunch, the Delegate Session continued and CS summed up the points and replied to queries raised by delegates. It was also decided the outcome of the delegate session will be submitted as a resolution to the Administration. Resolution was passed by the house unanimously.
CS appreciated Organising Committee Chairman and Convenor for the extra ordinary efforts taken for making the Seventh CC a grand success. CS also appreciated Reception Committee for the wonderful arrangements for receiving the guests and members. CS praised the Stage Committee for the decorations and preparations done in the stage and the planning made for seating, lighting the Deepam and felicitation of guests etc.
During the Post Lunch Session our GS Com S.Sivakumar, Com Anand CS AIBSNLEA TN Circle, Com C.Duraiarasan OS(S) CHQ joined the Delegate Session.
CS AIBSNLEA TN Circle and OS(S) addressed the gathering about the efforts of GS taken up for bringing unity among other Associations and Unions. This was followed by an interactive Session of the Delegates with GS.
GS explained the developments in BSNL CO regarding restructuring, Gradation List of 2016 Finance Executives, AIEL List 3, List 8, List 9 of Engineering Executives, speaking order released on 07.10.2021. GS also replied to the queries raised by delegates clearly. It was also told that posts mentioned in restructuring for DE/CAOs are very less compared to territorial circles. GS instructed CS to impress upon Administration to write letter to BSNL CO to take up the issue.
In his closing remark, GS informed the house that he is ready to go to any extend to start the Organisational activities after taking in confidence of the members to retain the executive workforce presently available. The restructuring of Executives in Chennai TD are not in line with the territorial circles and we request our members also to be prepared for Organisation activities in any such requirement takes place in near future.
With this the Old Circle Office Body was declared as dissolved and Com Rajesh AO was unanimously nominated as Election Officer for constituting the new Circle Office Bearers Body in presence of GS and OS(S). The panel of 20 COB Members presented by the house was readout loud and the new body was accepted with claps by the delegates. Com P.Ramalingam was nominated as Circle Secretarty, Com P.Senthilkumar was nominated as Circle President and Com.S.Shivakumar was nominated as Finance Secretary for the next term.The new Circle Office Bearers Body was declared unanimously in the house and OS(S) read out the oath and the new office bearers repeated after him.
GS, OS(S) congratulated the new body – CS, CP, FS and other Office Bearers and thus the Seventh Circle Conference Officially came to an end by 7.30pm with loud enchanting by all- AIBSNLEA Zindabad and Executive Unity Zindabad.
